Municipal Environmental Surveillance Service

1 – Mission

The Municipal Environmental Surveillance Service’s mission is environmental protection and surveillance, aimed at preventing and reducing environmental incidents and violations, thus contributing to the sustainability of the environment and natural resources in the municipality of Leiria.

Strategy

To ensure the protection of the environment through planning, management and preventive action, promoting the necessary conditions for the effective implementation of an environmental protection strategy.

General Objectives

  • Promote environmental monitoring and protection activities and operations;
  • Collaborate with the police or administrative authorities with jurisdiction in the area of the municipality of Leiria, in order to prevent environmental violations;
  • Report environmental violations detected as part of their actions;
  • Developing information and awareness-raising actions with regard to environmental sustainability and the prevention of environmental infringements.

Specific objectives

  • To strengthen the capacity for surveillance, deterrence and monitoring of environmental infractions;
  • Ensure rapid and effective intervention;
  • Promote environmental management and preventive intervention in sensitive areas;
  • Deepen knowledge of the causes of environmental infractions and their motivations;
  • Involve the community and stakeholders.

2 – Reporting incidents

To report an environmental incident, the Municipal Environmental Surveillance Service has the following communication channels at its disposal:

The Municipality of Leiria ‘s APP makes it quick and easy to report the following environmental incidents:

  • a) containers, ecopoints, glass containers or others
  • b) urban cleaning
  • c) pests and diseases
  • d) abandoned vehicles
  • e) pollution and discharges into water resources
  • f) discharges of effluents on the ground
  • g) hazardous waste/substances

3.1 – How to use the Municipality’s APP Leiria

  • 1. Download the City Council APP Leiria from the App Store or Google Play Store
  • 2. Install the app on your smartphone and register in the app
  • 3. In the ‘Citizen Alert’ tab, select ‘Send’
  • 4. Indicate the exact location of the situation you want to report, you can activate the GPS location of your smartphone for a more precise location
  • 5. Select the type of occurrence you wish to report
  • 6. Give a detailed description of the situation observed and add images of the incident
  • 7. View the summary of the incident and submit it
  • It is important to give your name and contact details so that you can be contacted by the service.
  • After submitting the incident, you can check its status in the ‘Citizen Alert’/’Consult’ tab.

3.2 – Collection and Disposal of Rubbish at the Town Hall’s APP Leiria

For the collection of rubbish, the City Council’s APP at Leiria also has a specific tab where you can:

  • Consult the location of the existing containers for their disposal;
  • Make a request for collection.
